Agent's should be able to send sign requests from Organization Templates. Currently Agent's can only copy the template into their own personal Templates, which Content Managers cannot see and which are then tracked as a separate entity, or fill them out personally. This defeats any attempts by an Organization to both follow the principle of least privilege from a security standpoint, while also enabling central organization and tracking of all sign requests in the Organization.

I've raised this issue with our development team, but that's currently how the Agent role is designed. The role is just not authorized at this time to send a Sign Request from an organizational template, so you'd need to set your Agents as Content Managers instead if you want them to be able to send an organization's template as a Sign Request without having to duplicate it. Or, you could add them as an Admin on a particular template which gives them the same permission.

Or, if you prefer to keep someone as Agent and need their sign requests viewable by the organization, they'll just need to duplicate the template first, and then when they send it as a sign request, they can change the Owner (for the new copy) back to the organization by expanding the Permissions section and using the Owner drop-down menu. They can also do this after sending the Sign Request by opening the Share or Send menu for it and use the Owner drop-down menu. See this article for more information:
