Will not allow me to add additional email to account (Authorization)

When I go to add my Office Manager to my account so she can create templates for future employees, I get this error.... She does not have an account, and when we try to sign in with this account and hit "Forgot Password" so we can get in and delete it if there was one, it notifies us that there is no account under than email. Please assist as we need to get this solves as soon as possible. Thank you!
